Urban Development Updates

  • Check out the results of the June 23, 2011 Marda Loop Urban Design Open House - Survey Results
  • On Jun13/11 revised Land Use Bylaw - Permitted Use Semi Detached Rules were presented to City Council for approval.  Under permitted use contextual rules neither the Community Association nor affected neighbours are invited to comment on the proposed development. The City of Calgary Development Authority will review the application and if the application meets the requirements of the permitted used rules a permit will be issued.  
  • RKHCA was an active participant in the community consultation process on the expectation that the new rules will govern a significant amount of future development in our community.  Council passed the Permitted Use Semi-Detached Rules with no additional changes. RKHCA was thanked for their work and input through the process.

  • The City of Calgary Land Use Planning Policy Business Unit has started the process of producing an Urban Design Study for the area known as Marda Loop. There currently exists a need within the Marda Loop area to define and identify the character of the avenues so that it can be enhanced through future development.

    The proposed study area of the Marda Loop Urban Design Study is located along 33 and 34 Avenues SW between 19 Street SW and Crowchild Trail SW. It includes the communities of South Calgary/Altadore and Richmond.

    As part of the work for the Urban Design Study, The City will also be recommending minor amendments to the South Calgary/Altadore Area Redevelopment Plan (4,403 KB). These amendments will address the lack of consistency between the ARP and the existing land use, as well as issues around future land use and development permit applications. The ARP will be reviewed to identify minor amendments that will provide greater clarity for community members, developers and the Administration.

  • Important information on the Sandy Beach, River Park and Britannia Design & Management Plan consultation.
  • The City of Calgary has received public input on a draft off-leash Area Management Plan.  A summary of public comments and the second draft will be posted online at www.calgary.ca/offleash by mid-Jan.  The draft plan is to be presented to Council's Standing Policy Committee on Community & Protective Services on Feb2/11.

    1.  City of Calgary Land Use Bylaw:

  • sets out the procedures to process and decide on a change of land use (redesignation or rezoning);
  • sets out the procedures to process, decide, and appeal development permits;
  • lists permitted and discretionary uses and development rules (minimum standards) for each land use district; and
  • divides the city into a series of land use districts as shown on the land use maps.
  • The Land Use Bylaw is an imprtant tool for implementing the policies of the Municipal Development Plan, the Area Structure Plans, the Area Redevelopment Plans, and other policy studies.  The Land Use Bylaw regulates the enighbourhood we live in by the type and mix of housing; the location and type of shops and services; and the development potential of each property.

    2.  Richmond Knob Hill Area Re-development Plan (ARP)

    Area redevelopment plans do the following:

  • Identify the planning goals and objectives of residents and businesses in a community,
  • Incorporate citywide interests and requirements (new roads, city-wide policies) into the local community context,
  • Address land use designations (zoning), transportations issues, re-development, character, compatibility etc.
  • Not all communities have an Area Redevelopment Plan.  Richmond Knob Hill does.  It was approved March 10, 1986 under Bylaw 17P85.

    3.  Low Density Housing Guidelines for Established Communities

    The purpose of this document is to

  • Establish general design guidelines which emphasize respect for the community context and the streetscape;
  • Set out the approval procedures and the public consultation process related to low density residential infill and renovation development permit applications;
  • Advise applicants of the submission requirements for development permits;
  • Assist communities and residents in their review of applications;
  • Provide an evaluation tool for the City in its approval process; and
  • Achieve a high standard of design and development of Calgary's Established Communities.

    4.  Plan It Calgary

    Plan It Calgary is the project to create a new municipal land use and transportation plan for Calgary.  As the senior plan for the City, it will be very influential when planning decisions are made.  One goal is to accommodate the expected doubling of the city's population over the next few decades, by directing a greater portion of the growth into the city's existing area.  Go to www.calgary.ca/planit for more information.
