The RKHCA Development Committee has submitted comments to the City Land Use Planning & Policy team with respect to the Draft Marda Loop Area Redevelopment Plan (ARP). While generally supportive of the changes, the Committee expressed the following concerns:
1. Permitted Height - The proposed 16 m height allowance for new development along the north side of 33rd Ave would block significant sunlight to homes across the back alley as illustrated in the attached shadow diagrams.

The Committee proposed a reduction in the permissable height to 12 m.

2. Walkability - Asked if curb extensions at intersections and the elimination of curb cuts could be considered as a means to increasing walkability
3. Traffic/Transit/Parking - These topics were all considered out of scope for the design review. The last significant traffic study was completed in 2000 and states that 33rd & 34th Avenues were operating over capacity. The 2005 Marda Loop Traffic Study addressed some streetscape improvements but did not adequately address traffic volume/mobility concerns. Asked that resources be directed to better understanding the impact and street design elements required to support the proposed mixed use density.
4. Finally asked if the neighbouring Community Associations would have the same development notification and opportunity for review should an independent Marda Loop ARP be accepted.

On Jun13/11 revised Land Use Bylaw - Permitted Use Semi Detached Rules were presented to City Council for approval. Under permitted use contextual rules neither the Community Association nor affected neighbours are invited to comment on the proposed development. The City of Calgary Development Authority will review the application and if the application meets the requirements of the permitted used rules a permit will be issued.
RKHCA was an active participant in the community consultation process on the expectation that the new rules will govern a significant amount of future development in our community. Council passed the Permitted Use Semi-Detached Rules with no additional changes. RKHCA was thanked for their work and input through the process.

Funding is in place for the new Skate Shack. We are proceeding from concept drawings to architectual plans. The next stage will be obtaining the necessary permits and approvals from the City. The old shack will be demolished in the Spring and a new 'shack' built in the same location. The new building will incorporate an equipment garage, community flex room, filing/storage room, accessible washroom, attic storage and covered outdoor skate change/BBQ area. Private Graffiti Abatement Program - The City of Calgary will partner with residents and business owners in an effort to remove graffiti from private property. Under the program, residents will call 3-1-1 to report graffiti on their property. They will be asked to pay a $25 fee and sign a waiver granting a City contractor permission to remove the graffiti.
